We are looking for 2 HSE Officers to be assigned in Mandaluyong STP project.
- Focal point for all Permit-to-Work.
- Follow up closely Subcon to provide timely permit form and attachments (Printouts).
- Print out Suez Code 1 JHA and attach to Permit-to-Work.
- Prepare front page of Permit-to-Work (CWP).
- Review all Permit-to-Work documents to ensure completeness and Safety compliance.
- Secure all required signatures by Suez and Civil Partner
- Scan all Permit-to-Work documents and send to Doc Controller
- Follow up approval by ENG, correct and resubmit permits as necessary.
- Save Permit-to-Work on SharePoint..
- Review all document provided by Subcontractors (reviewing the certificates for equipment, tools, manpower, etc).
- Ensure approval by the ENG.
- Keep track and validate of permit log (Excel proficient) with validity dates and re-issue permit before expiry.
- Closely monitoring and supervising Subcontractor HSE implementation at site and in office.
- Carry out regular inspections of the work areas with the respective Subcontractor’s supervisor and/or with HSE representative and prepare reports.
- Ensure that the applications of HSE Procedures are implemented.
- Assist HS Manager in working with the site management team to steer the implementation of action plans drawn up in connection with general HSE guidelines and policies.
- Support HS Manager in assisting operational managers in implementing procedures and ensure that they are correctly applied.
- Monitor and supervising Subcontractor personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.
- Ensure that the permit system is strictly implemented prior to the start of work including review of all countermeasures for hazardous operations.
- Verify the consistency between the HSE rules set out as part of the action plans and the actual conditions in the field.
- Support HS Manager in monitoring and evaluating the site’s level of compliance with regulations and suggest corrective actions if necessary.
- Implement work stoppage incase an imminent danger occurs.
- Ensure that Subcontractor take account of Project safety policy and lifesaving rules.
- Conduct risk assessment and enforce preventive measures.
- Report daily to the Suez HS Manager to ensure that project HSE Program is implemented in their respective area of responsibility.
- Submit reporting requirements set by HS Manager and in compliance with the reportorial government requirements.
- Support HS Manager in conducting a safety audit and review on the safety performance of Subcontractor and its Safety Officer.
- Support HS Manager and Project Manager to investigate and analyze accidents and monitor the performance of actions necessary after the accident.
Requirements
- Tertiary qualifications (or equivalent) in a relevant Engineering discipline from College or University.
- \At least 2-3 years construction experience related to Water treatment/Sewage Treatment projects (MWSS or MWCI).
- English skills: good
- Strong in communication and contractor leadership
- Willing to re-locate and report on shifting schedule.
